BRUSSELS, Belgium / EuroWire.IO / – The European Commission’s regulatory simplification initiatives could generate more than €22 billion in annual savings for businesses and public administrations, the Commission said on November 4. The figure was published in its 2026 annual progress report on simplification, implementation and enforcement. The report accompanied the Commission’s 2027 work programme, which sets out its main legislative and non-legislative initiatives for next year.

Since the start of its mandate, the Commission has proposed 12 omnibus packages alongside other simplification initiatives. Together, they could deliver nearly 60% of its savings target for the mandate. The estimates cover proposals made between January 1, 2025 and July 31, 2026, and depend on adoption by the European Parliament and the Council. Securing swift agreements from the co-legislators remains key, the Commission said. The savings are expressed as net annual figures.

Valdis Dombrovskis, the Commissioner responsible for implementation and simplification, said nearly €8 billion of the savings would benefit small and medium-sized enterprises. The Commission has pledged to cut administrative burdens by at least 25% for all companies and 35% for SMEs. The priority now is to ensure that European businesses and citizens feel the impact of simpler rules, the Commission said. Brussels Morning put the SME figure at €7.7 billion.

    Work programme lists 23 initiatives

The 2027 work programme contains 23 new initiatives, compared with 38 in 2026 and 45 in 2025, according to Agence Europe. Planned simplification measures include a banking simplification and competitiveness omnibus in the first quarter of 2027, a transport package early in the year and a digital simplification and copyright package in the second quarter. A housing simplification package is also planned. Commentators described the smaller number of initiatives as a shift towards implementing existing rules.

President Ursula von der Leyen said the programme was equipping Europe for the challenges to come. She said it set out ambitious policies to strengthen the Union’s footprint, from deepening the Single Market to expanding global partnerships. The Commission will continue implementing its One Europe, One Market roadmap to boost competitiveness and remove barriers to growth. It will also take coordinated action to address high energy prices.

Climate, defence and Ukraine in focus

The programme sets out how the Commission will strengthen Europe’s social model, reduce strategic dependencies, strengthen EU defence and support Ukraine. It will also expand global partnerships and protect democracy and citizens. The Commission said new initiatives would be clear, agile and fit for purpose. Preparations for the EU’s 2028-2034 long-term budget will continue. The focus in 2027 is on delivering, implementing and enforcing existing policies.

On climate, the Commission will propose a European Water Initiative to help manage water resources better. It will also present a European Heatwave Plan to improve cross-sectoral action. The Commission will consider reinforcing the capacities and capabilities the EU needs to address future crises. Europe has faced repeated heatwaves and droughts in recent summers. The European Parliament and the Council must now agree on the pending proposals. The Commission said the EU was redefining itself to build a more independent, secure and prosperous Europe.
