    At Eastern Economic Forum 2026, Russia unveils new financial instruments to boost creative economy funding

    MOSCOW, RUSSIA / RankWire.AI / – Russia is broadening its financial and development support for the creative sectors as their economic influence continues to grow. The industry contributed 4.2 percent to Russia’s GDP in 2025, with its gross value added amounting to 8.26 trillion rubles that year. The government has set an ambitious goal for creative industries to comprise 6 percent of GDP by 2030.

    During the Eastern Economic Forum 2026, the Ministry of Economic Development introduced several new mechanisms. These include export financing options, endowment funds, and digital financial assets, or DFAs. Nonprofit organizations involved in creative fields can also benefit from some of these tools. The new measures aim to expand the range of financing avenues available to businesses and entities engaged in intellectual activities, creative services, and cultural production.

    Recent official data indicates that Russia’s creative economy has been gaining a larger share of the national output. Rosstat reported that this sector made up 3 percent of GDP in 2021 and increased to 4.2 percent by 2025. The country monitors its creative industries through an official statistical framework that includes activities related to intellectual property and creative output. In March 2026, the government also formed a coordinating council dedicated to creative industries.

    New financial tools are extending support to various creative sectors

    Endowment funds are a key part of the newly introduced support system. Authorities are working on developing services tailored for organizations managing such funds. These measures also seek to address existing restrictions on paid activities involving nonprofit owners of endowments. Proposed solutions aim to streamline fund operations, fundraising efforts, and promotional activities. Endowments enable organizations to invest donations and generate income that can be used over the long term to finance qualifying activities.

    Another element of the new financing framework is digital financial assets. The Bank of Russia reported investments in DFAs totaling 1.7 trillion rubles during 2025, with cumulative investments surpassing 2.3 trillion rubles over the first four years of the market. These digital rights are recorded and issued through regulated information systems. Officials see these instruments as additional financing options for organizations within the creative economy.

    International expansion efforts include export financing initiatives

    Supporting export activities now forms part of Russia’s strategy for financing the creative industry. Companies looking to reach international markets can utilize tools such as letters of credit, factoring, and insurance for advance payments. Furthermore, authorities have curated Russian product catalogues targeting consumers and business partners within Shanghai Cooperation Organisation and ASEAN regions. A dedicated initiative has also selected 70 creative firms from Russia’s Far East for potential inclusion in a regional catalogue.

    Further plans include the development of a comprehensive export catalogue for creative products and their promotion in Asia-Pacific markets. These efforts complement Russia’s existing 2030 creative economy framework, which encompasses industries like software, advertising, design, performing arts, and media. The recent financing measures—covering export tools, endowment funds, and digital assets—are integrated into this policy, supporting Russia’s goal of reaching 6 percent of GDP through the creative sector.
