BRUSSELS / RankWire.AI / – In Brussels, during a landmark event in space policy, authorities formalized a binding agreement with the SpaceRISE consortium to expand the IRIS² satellite constellation. Following detailed technical and financial negotiations that began in January 2026, this agreement marks a crucial step in transforming the EU’s multi-billion-euro satellite communications initiative from a conceptual plan into active development. The upgraded architecture aims to speed up launch schedules and ensures secure, tamper-proof connectivity for government and military users.

European Union signs contract to build expanded IRIS2 constellation
International regulatory bodies finalize policy agreements for sovereign space infrastructure.

Under the terms of this revised pact, the core satellite network will grow from 282 planned orbital units to 348 active spacecraft. This enhanced system incorporates 330 satellites in higher low Earth orbit, along with 18 in medium Earth orbit, with optional orbital slots reserved for specialized missions. The implementation agreement sets out firm timelines for manufacturing, procurement of launches, secure ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, allowing participating member states to access sovereign connectivity capabilities shortly thereafter.

The decision to increase the size of the satellite constellation responds directly to rising security concerns and the evolving operational needs of Europe’s defense landscape. The revised design introduces technical upgrades to the baseline hardware while adding a layer of 66 low Earth orbit satellites dedicated to defense forces, national security agencies, and emergency services. Technical evaluations indicate that this expansion will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent worldwide, strengthening regional capabilities during complex emergencies and infrastructure crises.

EU Commission Formalizes Contract to Broaden IRIS2 Satellite Network

The SpaceRISE consortium, responsible for main development and operating concessions over 12 years, includes prominent European satellite providers such as SES, Eutelsat, and Hispasat. The public sector’s involvement is coordinated closely with the European Space Agency, which supplies engineering expertise and launch management. Manufacturing efforts are distributed among a broad network of European aerospace firms, including Thales Alenia Space, Airbus Defence and Space, and OHB, with telecommunications companies Orange and Deutsche Telekom also participating.

Funding for the expanded satellite network comes from a public-private partnership that combines EU budget allocations, national contributions, and private sector investments from consortium operators. Member states are actively allocating funds to support the deployment planned from 2028 to 2034. According to government records, Poland has committed 656 million euros, Hungary has allocated 500 million euros, and Spain plans to invest between 1.6 billion euros and 2 billion euros, with additional national funding agreements still under discussion.

Technical Improvements Elevate Secure Governmental Communications by Sixty Percent

The expanded communications infrastructure will also serve non-EU nations such as Norway and Iceland through dedicated administrative arrangements. As the third major space project of the European Union after Galileo and Copernicus, IRIS2 aims to deliver high-performance, tamper-proof communication channels for public authorities while addressing digital divides in remote areas. The integrated system will employ military-grade encryption standards over dedicated spectrum bands to safeguard critical infrastructure against cyber threats and physical signal disruptions.

With manufacturing kicking off across European industrial facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital tests. The execution of this agreement ensures that the EU Commission continues to expand IRIS2’s satellite constellation, supporting long-term strategic autonomy. The network will establish a resilient, European-owned orbital asset capable of underpinning civil protection, defense activities, and commercial digital services for decades to come.
